Staff counsel promotes this mission by participating in the union’s leadership team; representing the union and members in legal proceedings and before employers; and by advising and training staff members.
PROTEC17 is an independent union representing over 10,000 members working in the public sector across Washington and Oregon. Our union has made great strides towards becoming a nimble, aggressive, and thoughtful force in the local labor movement and seeks a new staff counsel who is eager to help PROTEC17 continue to pursue our collective vision of “a world free of social, racial, and economic injustice, where all people thrive, living happy, healthy, and fulfilling lives.”
CORE RESPONSIBILITIES
Tasks
Leadership Responsibilities
• Advance racial equity in our union, workplaces and communities.
• Participate on PROTEC17 Leadership Team, assisting with everything from key strategic decisions to day-to-day operations of the union.
• Confidentially advise Executive Director and leadership team on matters of union advocacy, staffing, resource allocation, and operations among other things.
• Serve on PROTEC17 work teams and committees.
• Collaborate with staff managing organizing, contract, political, and issue campaigns
Representation
• Represent PROTEC17 and its members in representation proceedings, unfair labor practice hearings, mediations, settlement discussions, and arbitrations
• Participate, as needed, in the negotiation of collective bargaining agreements.
• Advise and represent PROTEC17 on matters related to collective bargaining with staff unions.
• Coordinate representation and advise in instances when union retains outside counsel.
Staff advising and training
• Provide legal and strategic counsel to staff in situations that range from quick turn-around questions by phone to complex, novel legal questions.
• Offer guidance to staff and negotiating committees on the drafting and interpretation of collective bargaining agreements.
• Provide legal advice and review on strategies and tactics related to organizing
• Maintain working knowledge of labor and employment laws impacting union membership including topics such as representation and unfair law practice rules, wage and hour law, workplace safety regulations, the ADA and FMLA, contract law, and discrimination.
• Educate staff about legal changes impacting union membership.
• Develop and present staff trainings on legal topics.

• A demonstrated commitment to social justice and racial equity, including preferably by involvement in the labor and/or racial justice movements.
• An effective, creative, friendly and values-driven approach to day-to-day work.
• Highly professional and collaborative style with engaged workers, members, employer representatives, colleagues, and others.
• Washington State Bar admission or ability to attain admission near term.
Work Environment
• Promote a positive, collaborative and welcoming workplace for everyone.
• Work in-person and remotely with members, potential members, co-workers, employer representatives and others in PROTEC17 offices, employer locations and elsewhere with travel as needed.
• Work hours and days of work as necessary to meet member interests.
Compensation
• Salary range: $111,000 - $155,000
• Substantial employer retirement contribution immediately upon hire
