Job Description: As the Legal and Legislative Manager, you are responsible for administering four agency programs, agency records management, rulemaking, legislative affairs and legal. You supervise three staff, a Public Records Officer, a Rules Coordinator, and a staff attorney. In addition, the you are responsible for monitoring and then communicating to agency leadership and the five-person Commission any legislation that could impact the Commission. This position is accountable for having an in-depth knowledge and understanding of all the various components of the Commission and to be able to manage the agency’s legislative affairs including the development and review of legislative proposals.

The Legal and Legislative Manager is responsible for:

Initiating for administrative actions against licensed or certified individuals and business in accordance with the Administrative Procedures Act based on violations of gambling laws, agency rules, and/or Tribal-State Compacts.

o Providing expert level legal guidance to agency leadership and staff; and
o Serving as the agency’s point of contact for non-personnel civil litigation brought against the agency by taking administrative action against licensees for denial, suspension or revocation of their licenses or Class III gaming certifications in compliance with the Administrative Procedures Act for violation of rules, laws, or Tribal-State Compacts:

Managing our rulemaking program for compliance with the Administrative Procedures Act and to ensure rule changes are clear and legally enforceable; and

Ensuring our records management and public disclosure programs adheres to applicable laws and the state and agency records retention schedules; and

Overseeing the agency’s legislative program, which includes coordinating, planning, and managing legislative activities impacting the agency.
