Duties
As our Hearings Assistant Administrator, you will lead a team of Hearings Examiners as you manage the administration of driver hearings. Acting as a direct resource and mentor, you will maintain an expert level knowledge of driver licensing statutes, regulations, and case law while ensuring quality and consistent decision making. Your leadership skills will be relied upon as you direct, coach, and train your team while simultaneously facilitating and supporting process improvements. Working closely with our Hearings Administrator, you will assist with the biennial program budget, develop meaningful standards for the program, and recommend and review proposed legislation.

Some of what you will do:

Interpret, at an expert level, legal and legislative updates and informs Hearings Examiner teams of the same as relevant to driver licensing and due process.
Develop and apply appropriate and meaningful standards for the measurement and documentation of performance and achievement within tasks, projects, and program areas.
Monitor Hearings Examiners’ workload to ensure even distribution across teams of line Hearings Examiner.
Recommend improvement of administrative rules, policies, and procedures to ensure compliance with state law and the Department’s strategic priorities.
Assist in the development of WACs.
Develop and maintain cooperative relationships with traffic safety organizations, law enforcement groups, the DUI defense bar, other stakeholders, and DOL divisions and units who play a role in driver licensing.
Investigate and respond to complaints from internal and external stakeholders about the business of the unit.
Protect and ensure the integrity and fact-finding independence of Hearings Examiners.

Qualifications

What you will bring:

Graduation from an accredited school of law with J.D. degree.
Five (5) years of full-time legal experience.
Admission in good standing to practice law in Washington State Bar Association.
Experience must include:
Two (2) years of experience as a supervisor of attorneys and other legal professionals, including direct human resource management.
Knowledge of current management practices and strategic planning principles and the ability to apply and communicate those principles effectively.
Experience working collaboratively and building rapport between attorneys and legal assistants/paralegals.
Proven ability to promote and foster a diverse, inclusive, and equitable workplace and work force.
Excellent oral and written communication skills.
Ethics and integrity.
Demonstrated team-orientation with excellent management and interpersonal skills, exhibiting the ability to listen, understand, analyze, and respond to stakeholder, customer, management, programmatic, and employee needs.
What may set you apart:
Two (2) years of experience as an attorney practicing administrative law, as a member of an administrative tribunal empowered to issue findings of fact and law or an attorney with experience practicing DUI or criminal law.
Working knowledge of agency policies.
Accountability, personal initiative, strategic thinking, planning, and vision.
Demonstrated knowledge of or background in financial and/or budgetary matters.
