Job Description: King County Prosecuting Attorney’s Office - Civil Division Contracts Section and Transportation and Real Property Section The Civil Division is soliciting applications for two (2) attorneys in the Contracts Section and one (1) attorney in the Transportation and Real Property Section.

The Civil Division provides comprehensive legal services to King County government, including all County elected and appointed officials, department heads, and with the managers of numerous county agencies and departments. Serving in its role as an in-house law firm for the County, the Civil Division works closely with its clients in solving a wide range of legal problems by providing legal advice and representing King County and its employees in lawsuits filed in state or federal courts. The Civil Division is comprised of about 65 lawyers organized into seven sections.

Job Duties:

Contracts Section - 2 Open Positions

The Contracts Section provides legal advice to the County departments on a wide range of issues related to the procurement and administration of contracts for goods, services, and information technology products, and the construction of and design of public works. Attorneys in this section review and edit contract documents, negotiate contract terms, and handle disputes related to contract interpretation and enforcement, which may include Alternative Dispute Resolution (ADR) and some litigation. Attorneys in this Section also provide general legal advice to County client agencies on various topics.

The successful candidate in one position will advise County client agencies on procurement issues related to technology contracts, intellectual property, and also provide general legal advice to County client agencies. The successful candidate in the other position will primarily provide general legal advice to County client agencies and may also advise on procurement-related issues. No prior intellectual property or prior contract experience is required, although it is a desirable skill. Transportation and Real Property Section - 1 Open Position

The Civil Division is seeking an experienced real property attorney to join its Transportation and Real Property Section (T&RP). This Section represents the County’s Real Estate Services group, the Metro Transit Department, the Roads Services Division, the King County International Airport, and the King County Water Taxi system, among others. The T&RP Section represents the County in all real estate-related matters including the acquisition, development, leasing, and sale of real estate, and the acquisition of conservation easements, open space lands, and trails.

In addition, the Section provides general client advising on a variety of topics, such as municipal, environmental, and constitutional law issues. The Section also handles litigation arising from work done by the Section’s transportation clients and from County real estate holdings. The practice will primarily involve client advising and transactional work. The attorney selected for this position will handle real estate purchases and sales, leasing, easements, utility franchises, and licenses. The practice will also require handling other matters for our County clients. The attorney may also handle litigation arising from our client’s activities. Applicants should have at least five years of relevant legal experience, demonstrate a strong potential for growth, and should be prepared to assume immediate responsibility for a fast-paced practice. The Civil Division is currently working in a hybrid model of telecommuting and working from the office when the business needs accommodate teleworking. A county issued laptop will be provided and employees must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Experience, Qualifications, Knowledge, Skills

The Civil Division is looking for candidates with great client relations skills, excellent communication skills, strong analytical abilities, and accomplished negotiation and litigation skills. Applicants should be able to thoroughly understand and analyze complex legal issues while also being able to work with clients, colleagues, and others to find practical solutions to complicated legal problems. The successful applicants must have a strong commitment to Equity and Social Justice, including the development of personal cultural competency. Through working with others in the Contracts or T&RP Sections, the successful applicants will be able to further develop subject-matter expertise.

Special Requirements:

Member in good standing with the Washington State Bar. Must submit to a criminal history check. U.S. Citizenship (per RCW 36.27 and 29A.04 and Article VI of the WA Constitution
